The minimum operating threshold is IHARC's current working estimate of operating cash needed to continue essential short-term operations over the next 30 days. It includes core costs such as staffing, fuel, outreach supplies, communications, software, insurance, and other necessary operating expenses. It does not represent a long-term budget or full program cost.

Why the Balance Is Currently Low

IHARC is currently operating with very limited cash on hand. That is the reality.

The need in the community has continued, but unrestricted funding has not kept pace with the cost of payroll, outreach, fuel, supplies, emergency support, communications, insurance, and basic operations.

This page is being published because the public should be able to see that reality clearly. Transparency should include the hard parts, not just polished year-end reports after the fact.

Expense Reporting Is Being Added Next

This first version shows current available funds and incoming online donations.

We are currently building the expense reporting section so the public can see how funds are being used in clear, understandable categories.

We are not publishing raw transaction-level details at this stage because financial transparency still needs to protect client privacy, donor privacy, sensitive vendor information, and operational security.

We are publishing this first version now because transparency should not wait until everything is perfect.
