Supporting Neighbours Experiencing Homelessness in Northumberland County

Practical, respectful guidance for community members who want to respond safely and constructively when they encounter someone experiencing homelessness or distress.

Homelessness is a visible and urgent issue in many communities, including Northumberland County. People may be sleeping outdoors, staying temporarily with others, using shelters or emergency spaces, or moving between unsafe situations. Every person's circumstances are different, and respectful support matters.

If you are concerned about someone's immediate safety, call 911. This includes situations involving a medical emergency, fire risk, violence, severe weather exposure, or someone who appears unconscious or unable to respond.

For non-emergency help, 2-1-1 Ontario can connect residents with local social, health, housing, food, and crisis supports. Calling 2-1-1 or visiting 211ontario.ca is often a good first step when you are unsure which service may be appropriate.

If you speak with someone directly, keep the interaction calm and respectful. Ask before offering help. Do not touch a person's belongings, enter an encampment space, take photos, or share identifying details online. If someone declines assistance, respect that decision unless there is an immediate safety concern.

Helpful support can include offering information about local services, sharing food or water when appropriate, or contacting a community service provider for guidance. Homelessness is connected to many pressures, including housing costs, health needs, family violence, income insecurity, and limited access to treatment or support.

Community members can make a difference by responding with care, avoiding stigma, and using the right emergency and non-emergency pathways. Safe, respectful action helps protect dignity while connecting people to support.
